    Library Manager

    Nature of Work

    Plans, coordinates and manages the operations, programs and services of a designated Library unit and staff in accordance with Library goals and objectives; manages and trains staff to provide effective customer service; performs senior-level librarian duties as required.

    Work Situation Factors
    Position involves competing demands, performing multiple tasks, working to deadlines, occasional work beyond normal business hours, and responding to customer issues.  Regular attendance is an essential function of this job to ensure continuity of services.  Position is subject to drug testing in accordance with applicable State and Federal regulations and City of Las Cruces policy.

    Physical Factors

    Light physical demands; mostly desk work; some lifting of heavy books and materials. Frequent use of a personal computer.

    Environmental Factors

    Work is performed in a library & office setting.

    FIRST CONSIDERATION MAY BE GIVEN TO CURRENT CITY OF LAS CRUCES EMPLOYEES WHO MEET THE MINIMUM QUALIFICATIONS.

    Full-time, regular, exempt position.
    This position is graded an RX20.

    Duties and Responsibilities

    · Plans, prioritizes and assigns the daily operational activities and projects of assigned unit to ensure compliance with goals and objectives of library services; trains and coaches staff; monitors work, develops staff skills, and evaluates performance; monitors operations and assures that library staff activities are in compliance with all City regulations, policies and safety standards; monitors workflow and the quality of services provided.

    · Assures the provision of quality library services, resources, materials and equipment; manages and coordinates City library collections, systems, technology, and services; manages and coordinates with staff regarding the development and implementation of library programs and services to meet the needs of the community;

    · Develops and improves library collections, materials, services, and technology; manages library collections through selection, regular weeding, and replacement; performs original cataloging and classification of special materials.

    · Provides customer service to library patrons; responds to inquiries and requests for information; explains City programs, procedures and services to citizens and clients; resolves customer service issues and patron complaints; interprets and explains library policies, procedures, rules and regulations to staff and patrons.

    · Prepares and reviews statistical and analytical reports of library activities, operations and procedures; gathers and compiles data for reports; updates policies and training programs, and assures compliance with policies and procedures; performs special research and program development projects as assigned; develops and manages special public relations and marketing projects; serves as library spokesperson for special programs.

    · Analyzes circulation operations and service delivery issues, and recommends solutions; evaluates existing programs for effectiveness and recommends new programs or program changes; provides information and interpretation concerning library services, policies and procedures; assists in the development of budget and manages expenditures and monitors budgets.

    · Performs a variety of circulation, reference, readers advisory, and/or youth services functions; provides assistance and instruction to library patrons regarding the use of library equipment, computers, databases, catalogs, and the internet.

    · Represents the library within the community; attends and participates in a variety of professional, civic, committee, and/or board meetings.

    · Maintains expertise in field of service through participation in applicable educational opportunities.

    Minimum Qualifications

    Masters Degree in Library Science and five years experience in a public library environment, including supervisory or lead experience; OR a combination of education, experience, and training may be applied in accordance with City of Las Cruces policy.

    Knowledge, Skills, and Abilities

    Knowledge of: Principles and practices of public library administration; principles and practices of administrative management, including personnel rules, budgeting, strategic planning and effective employee supervision; techniques and practices for efficient and cost effective management of resources; methods and procedures for developing and maintaining library collections; policies, rules and regulations governing the conduct and safety of library programs and facilities; library classification, cataloging, and acquisition protocols; techniques and protocols for researching a wide variety of online bibliographic databases; business and personal computers, and specialized software applications; City policies and procedures.

    Ability to: Define problems and make logical conclusions based on facts; assess and prioritize multiple tasks, projects and demands; communicate effectively in verbal and written forms; establish and maintain effective working relations with co-workers and customers

    Skills in: Managing staff and delegating tasks and authority; evaluating and determining community needs for library services; developing and managing library programs and activities; using initiative and independent judgment within established procedural guidelines; planning, organizing, and coordinating the work of professional, technical and clerical personnel; utilizing and maintaining automated library systems and computer equipment; library database research & maintenance; identifying library collection issues and developing suggestions for enhancements; working with several disparate computer database systems; providing customer services to and interacting with people of different social, economic, and ethnic backgrounds; recognizing and resolving conflicts in library data entry; organizing workload to keep pace with flow of library materials.

    Technical Services Bureau Chief

    Job title: Technical Services Bureau Chief

    Job description and information:

    Created in 1978 by the New Mexico Legislature, the Department of Cultural Affairs represents New Mexico's dedication to preserving and celebrating the cultural integrity and diversity of our state. The Department oversees a broad range of New Mexico's arts and cultural heritage agencies. These include 15 divisions representing a variety of programs and services. The New Mexico State Library, established in 1929 and located in Santa Fe, provides direct rural library services through books by mail and bookmobiles, supplemental funding to public libraries, a research library, and has a Library for the Blind and Print Disabled. The Library Development Bureau provides consultant and programming support to over 100 public and Tribal public libraries statewide.

    This position manages a six person Technical Services Bureau with direct supervision of three positions. The Technical Services Bureau Chief ensures efficient and accurate processing of library materials for the State Library, and provides consultant support to other libraries statewide.  It oversees the management of a multi-library Library Information System for the SALSA Consortium. It provides leadership in cataloging, classification, and other library technical services aspects, representing the State Library in New Mexico and nationally.

    The Technical Services Bureau Chief manages the Technical Services Bureau's day-to-day operations to ensure that the resources of the State Library and SALSA member libraries are organized and accessible by the Public Services Bureau, and other users of the Integrated Library System. These operations include cataloging, serials processing and database management. The Bureau Chief coordinates with the Public Services Bureau the technical services processing of state documents to ensure that government documents are acquired, cataloged, processed and distributed as required by statute. The position also manages vendor contracts to ensure they are processed in a timely manner; oversees distribution of State Documents to NM libraries; and leads the SALSA Consortium on all issues of planning and development. This position directly supervises 3 FTE professional and paraprofessional staff, including recruitment and hiring, evaluation, and professional development; ensures staff Continuing Education; and oversees the State Library's involvement in all Program for Cooperative Cataloguing (PCC) programs.

    The Technical Services Bureau Chief primarily serves the other departments of the State Library, with emphasis on the Public Services Bureau. The position also plays a statewide leadership role for libraries of all types, providing guidance and assistance on library technical services needs, as well as making presentations and providing workshops to New Mexico library staff.

    The ideal candidate has excellent written and verbal communication skills and a Master's Degree in Library Science or Information Science, six (6) years of library experience, including cataloging and processing of library materials, demonstrating progressive professional development as well as responsibilities. The ideal candidate has three (3) years of supervisory responsibility; demonstrated leadership skills and excellent interpersonal skills to work with a diverse workforce; experience with NACO, BIBCO, CONSER, SACO, and CIP programs, Symphony ILS, and OCLC.

    Minimum Qualification:

    Bachelor's Degree in a relevant field of study from an accredited college or university and nine (9) years of professional level experience operating within parameters and guidelines directly related to the purpose of the position defined by the agency at the time of recruitment.  Any combination of education from an accredited college or university and/or direct experience in this occupation totaling thirteen (13) years may substitute for the required education and experience.  A hiring agency will designate a portion of the required experience to include supervisory and/or specialized experience.  Any required licensure, certification or registration shall be defined at the time of recruitment and will be in addition to the above requirements.

    Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification as a condition of continued employment. Must possess and maintain a valid New Mexico Driver's License.

    Work is performed in an office setting with extensive personal computer use. Occasional travel is required.

    Summary Responsible for ensuring that Miller Library continually provides high quality, robust access to its electronic services and resources. Develops, implements, maintains and advances digital projects and collections.

    Duties

    1. Investigates, recommends, implements, manages, and troubleshoots access to electronic library resources, including databases, e-books, and other applications. Ensures that electronic resources maintain compatibility with existing library systems.

    2. Establishes and maintains relationships with vendors to learn about relevant new products and services.

    3. Serves as the liaison between Miller Library and WNMU’s IT and Online / Distance Education departments. Coordinates new library software releases and evaluates the functionality of electronic product features.

    4. Assists with library instruction, especially in the creation and delivery of online instruction materials.

    5. Responsible for the development, implementation, maintenance, and advancement of digital products and collections.

    6. Creates and maintains metadata for digital content.

    7. Works with Technical Services Librarian to maintain and optimize the library’s ILS operations.

    8. Regularly participates in Reference Desk shifts.

    9. Updates the library website through the University’s CMS.

    10. Participates in library and WNMU committees.

    11. Engages in regular professional development activities to stay abreast of developments in the library field.

    12. Performs other duties as assigned.

    Education/Background

    Master’s degree from an ALA-accredited institution in Library Science or a related field required.

    Bilingual (Spanish) preferred.

    Job Knowledge

    Experience using Integrated Library System(s). Current knowledge of the ecosystem of electronic resources in libraries. Excellent research skills using a wide variety of tools, including library databases, government documents, open educational resources, finding aids, etc. Strong written and verbal communication skills. Ability to work effectively with a wide range of constituencies in a diverse community including staff, faculty, students and community patrons. Able to handle multiple deadlines and maintain accuracy. Sensitive to cultural differences within the University and community. Proficient in MS Office applications.

    Preferred Qualifications: Cataloging and metadata creation experience. Knowledge of standards for digitizing archives. Experience creating asynchronous tutorials on library or information literacy topics. Experience using OCLC’s suite of products, including WMS, Worldshare, ContentDM, Collection Manager, etc.

    Working Conditions/Physical Demands (With or Without Accommodations)

    Normal library environment. May be required to push or pull full book carts, lift up to 50 pounds, reach materials on high or low shelves. May include regular exposure to dust and chemicals typically used in a library setting. May require occasional travel within the community. Ability to comprehend and work with a variety of information from various sources. Able to clearly communicate with a diverse population of individuals. May require prolonged sitting and computer use. May be required to work additional hours or days depending on circumstances.

    Other Requirements Valid U.S. driver license.
