American Library Association Diversity Office Seeks Research Grant Proposals

The American Library Association’s Office for Diversity seeks proposals for its Diversity Research Grant program. Since 2002, the ALA has sponsored the program to address critical gaps in the knowledge of diversity issues within library and information science.

Applicants must be current ALA members, and proposals must address one of three identified topics: upward mobility of library leaders from underrepresented populations; information services and collections for diverse children and young adults; and libraries and the meaning of multiculturalism. Only proposals demonstrating relevance to the 2010 research topics will be considered.

The Diversity Research Grant consists of a one-time $2,000 award for original research and a $500 travel grant to attend and present at the 2011 ALA Annual Conference. A jury of ALA members will evaluate proposals and is encouraged to award one proposal from each of this year’s topics, for a total of three awards.

New Mexico Library Legislative Day Details

The New Mexico Library Association will hold its annual Library Legislative Day on Thursday, January 28, 2010, to show support for library funding and a 2010 library bond issue. The event will begin with an orientation at the Main Santa Fe Public Library, 145 Washington St. at 8:30 am. Library supporters in distinctive t-shirts will be in the House and Senate galleries when the sessions begin, and delegations of librarians will be introduced. There will be a table in the rotunda to display and distribute information about statewide library services. Supporters will visit with their individual legislators to advocate the importance of continued funding of library programs. All library supporters are urged to attend.

For those attending the orientation, please enter from the staff door that faces the parking lot in back of the Library. Attendees may park at the Library lot free until 10:00 a.m., but must move their cars by 10:15 a.m. The City’s new parking garage next to the Convention Center on Federal, across from the Post Office, charges a maximum of $8.00 a day. It is 2 blocks from the Main Library. There will be snacks and beverages at the meeting. The special Library Day T-shirts sponsored by NMLA and NMCAL will be made distributed at orientation, with a suggested donation of $12.00.

The Library will provide a shuttle at 9:45 a.m. to take attendees to the Roundhouse. There will not be a return shuttle. The Capitol is just over 1/4 mile from the Library.  (Be aware that if you plan to try to find a parking place near the Capitol, it is near impossible and the parking enforcement does issue tickets regularly.)

Legislative Bulletin 2010-01

The Legislative Bulletin is a summary of library legislation during the 2010 Legislature, provided by the Legislation Committee of the New Mexico Library Association.

The 2010 Legislative session started on Tuesday, January 19th. This will be a 30-day session, ending at noon on February 18th. February 3rd is the last day for new bills to be introduced.

N.M.L.A. LEGISLATIVE DAY IS NEXT THURSDAY, JANUARY 28TH. In these difficult budget times, it is important that we remind legislators of the importance of what we do for our library customers and our communities. We need as many supporters as we can to attend Legislative Day. We will once again have the orientation at the Santa Fe Public Library Main Library downtown, beginning at 8:30 am. The Bonds for Libraries Political Action Committee purchased an ad on the New Mexico Politics with Joe Monahan blog, which is widely read in the political community. Take a look. The ad was posted after Christmas, and will be up until the end of January.

This is a “place-holder” bill whose amounts will be modified during the legislative process. Section 10 B. provides for a $3,000,000 library bond issue. The Legislation Committee recommends that librarian do not respond to this bill in its current state, but advocate the amounts in the NMLA proposal.

2010 Libraries GO Bond Request

The Bonds for Libraries PAC is asking that voters be asked to approve a $20,250,000 dollar bond package which will fund the purchase of books and other resources. The request outlines $6.5 million for Academic Libraries, $6.5 million for publicly funded school libraries/juvenile detention libraries, $6 million for New Mexico public libraries, and $1.25 million for Tribal libraries. Work Continues on G.O. Bond Bill Draft

NMLA Legislative Advocate Larry Horan has submitted the text of our bond to a bill drafter with the Legislative Council Service. Rep. Ed Sandoval, Chairman of the House Taxation and Revenue Committee, will be sponsoring this legislation. Saturday, the Legislative Finance Committee heard a report by Analyst Linda Kehoe on General Obligation Bond Project Requests and Recommendations. She presented a preliminary “staff scenario” for a 2010 bond package totaling $159 million for funding education and senior citizen center projects. These were based on inputs submitted by departments in an ongoing capital outlay review process. On Thursday, Department of Finance and Administration Secretary Katherine B. Miller had reported that the state’s General Obligation Bond capacity for 2010 was $175 million. Ms. Kehoe noted that the staff scenario left $15 million for “policy makers’ discretion.” Representative Ed Sandoval asked why libraries had not been included in the bond package. Ms. Kehoe replied that the scenario funded priority renovation projects which had significant safety/health/ADA issues. She acknowledged that Representative Sandoval and other legislators could and did revise staff recommendations based on their judgment about priorities. Several Committee members commented that they were receiving many citizen comments about their increasing property tax burdens. Members of the NMLA Legislation Committee met with Ms. Kehoe later to review the types of information that the LFC staff needs to determine the impact and effectiveness of library bond funding. She also noted that the final LFC recommendations are not issued until shortly before the beginning of the legislative session.

National Geographic All Roads Film Project Offers Seed Grants for Indigenous Storytellers

The All Roads Film Project is a National Geographic initiative dedicated to helping indigenous and underrepresented minority-culture storytellers around the world showcase their works and promote greater knowledge, dialogue, and understanding with a broader, global audience. All Roads includes a film festival, photography program, and seed-grant program.

The seed-grant program is open to indigenous and underrepresented minority-culture filmmakers as well as filmmakers who can demonstrate that they have been designated by indigenous or minority communities to tell their story. Grants funds should be used toward the development and production of a feature film, long documentary, short documentary, shorts, animation, or music video.

The program awards grants ranging from $1,000 to $10,000 to up to sixteen film projects annually. Funding may be used for equipment, travel for field research, editing time, etc.

Submission deadlines are quarterly on the 15th of March, June, September, and December.

We are conducting a survey to explore how people are using Second Life to access information and learning and how libraries can support this process.
